needing help

One of my brothers, Brett, is currently in Afghanistan with a bit of an issue. That being him unable to install Mafia II on his laptop since it needs to have a full internet connection to install. That of course is through Steam. Well, being in a combat theatre, he only has access to email through the DoD’s system, which won’t work.
So if anyone know’s anyone at Valve or 2K or know’s how to help, please let me know.
